If the cannisters are simply camp-style propane tanks, or share the same threading, you can absolutely refill them. You can order an adapter to refill them from larger tanks from a thousand different online retailers. GOOGLE it.

Congrats on making it to one year with your ISP blog!

And FWIW, Montgomery County, MD, where I live, has been collecting plastic pots with the weekly trash/recycling pickup for a couple of months now.

This is a good thing: my wife works part-time at a garden center and brings home quite a few written-off and/or tossed perennials for “rescue.”
